Because shampoo is for washing. All things for washing froth up like soap, dishwashing liquid and washing detergent. Conditioner is for puttin moisture into your hair so it is like hand cream for your hands and body. Anything that adds moisture doesn't froth up.Why doesn't Conditioner froth up like Shampoo?

Cause it does'nt have frothing agent.
